An intercultural perspective of education that arises from a reality in which complex and multidimensional interaction happens among individuals that are different and come from disparate cultures, aims to develop educational concepts and strategies that foster the overcoming of conflicts, prejudices, discrimination and social exclusion, all problems engendered by the irrational contraposition of ideological concepts, and by the employment of psychosocial mechanisms and sociopolitical factors  able to bring forth racism.

The practice of intercultural education therefore implies a paradigm change whose starting point is the Other and the Different. It is necessary to provide an education in which the individual – without regard of his or her group and its majority or minority status – can develop within the intellectual formation process the following aspects: i) a better comprehension of the cultures in modern societies; ii) a broader capacity to communicate with people from other cultures; iii) the facility to participate in social interaction that creates identities and meaning, as well as the sense of common belonging to humanity etc. In short, the development of attitudes better adapted to the context of cultural diversity has a direct impact on the education for citizenship, given that intercultural education is necessarily articulated with the promotion of social cohesion, equal opportunities and equality, critical participation in democratic life and natural acceptation of cultural diversity.

In this sense, several specialists and research groups from different Brazilian regions have sought to conceptualize, pedagogically and epistemologically, the intercultural perspective of education. Their studies aim to provide theoretical-methodological subsidies for the training of educators and to advance their knowledge. Therefore they focus on relationships between sociocultural, ethnical, and gender groups etc., in the practices of school education and social movements, sheltered by the conceptual principles of cultural diversity and social inclusion.

In our contemporary educational context we may say that Brazil enjoys international prestigious thanks to its consolidated research groups that, due to their vast scientific production on intercultural education and correlated subjects, belong on national and international level to the vanguard of an innovation process that goes back to the dawn of modern times and recommends the inclusion of the cultural diversity and of the indigenous peoples’ rights in all initiatives concerning the social and economical development of the MERCOSUL. Paraguay, for its part, immerged in a linguistic reality sui generis (a diglossic bilinguism) and heir of an aborigine language – majority, but minorized – that represents one of the most important cultures of America, managed to preserve alive for five centuries its autochthon language and the cultural values that it represents. Therefore the implantation of educational politics that revert centuries of homogenizing programs and projects which annulled the ethnical identities and differences in Paraguay is an exiting challenge in the field of EIB.

In this sense, and in consonance with the statements above, we proposed the realization of a Seminary on Intercultural Bilingual Education and Indigenous Education, with the intent to gather institutions, researchers and renown Brazilian and Paraguayan specialists to the end of contributing to the transformation of mentalities, conceptions and State practices, and of exchanging experiences about new legal and conception paradigms that allow democratization processes in Paraguay and contribute to the reduction of social inequality in Brazil, both phenomena produced and reproduced by the exclusion of social groups with contrasting identities.

This book is therefore the result of a collective reflection effort, consolidated in an academic network of research and  interlocution, gathered at the I Seminário de Educação Intercultural Bilíngue e Educação Indígena, held May 21-22, 2009, at the Teatro Tom Jobim of the Brazilian Embassy in Asunción (Paraguay). With this oeuvre we hope to promote the training of teachers and professors, the interchange of knowledge among researchers and educators interested in the field of EIB and indigenous education, as well as to reaffirm the ideal of the social inclusion, in Brazil and in Paraguay, of the huge number of youths and adults excluded from the processes of formal education and studies.
